O'Reilly's motorcycle, and the photograph, is very much earlier than "circa 1940": almost certainly from the period 1903 - 1904. The "Clement Garrard" part of the name reflects the origin of the machine, which was built by Garrard in Birmingham using a Clement engine from France. These were shipped either as complete machines, or as kits of parts to be built up by local cycle builders. In this case "Record Clement Garrard" suggest the machine was built-up at a cycle works using "Record" for a brand.
